The State of Maryland decided that they could rehabilitate these boys with rigorous discipline and a heavy hand. They failed miserably. These juveniles were beaten, humiliated and cast back into their community without support. They continued their downward spiral and most returned to the system with more severe offenses and greater problems. When the public found out, the boot camps were closed, the guards were charged with abuse and top officials at the Department of Juvenile Justice were forced to resign. Today juvenile offenders still face a lack of proper services, overcrowded facilities and a system too overwhelmed to rehabilitate them.
